In today’s issue: what Meta’s new business terms allow, what Meta One says about links, where Meta already judges your site, and our prediction for a Meta ad network on the web.

  INSIDER ANALYSIS

Meta is following your reader to your website. Your site is part of the deal now.

Infographic: where Meta wants to follow your reader. 01 Facebook post: Meta One plans include monthly link allowances. 02 The click: your reader leaves Facebook. 03 Your site: from Oct 30, Meta’s terms allow crawling it. 04 Hypothesis, shown dashed: a Meta ad network? Meta shut its web ad network in 2020. Sources: Meta, Engadget, Adweek.

For years the deal with Facebook was simple. You posted, readers clicked, and what happened on your site was your business. That line is moving. Meta now sells monthly allowances of clickable links inside its Meta One plans, usable on any post type, and its new business terms give it written permission to crawl the sites those links point to. The reader’s whole path, from the post to your page, is coming into Meta’s view. Here is what is confirmed, what it signals, and where we think Meta goes next.

01 What the new terms actually allow

From Oct 30, Meta’s updated Commercial Terms let it use scrapers, bots and “test credentials” to crawl domains associated with any business that uses its products. That covers a publisher running a Facebook Page with no ad spend at all. Until now, Meta’s crawling clauses sat in its ad and seller terms, which covered advertisers and sellers.

The first version said Meta could use what it collected to “train” its products. After the backlash, Meta removed that word and limited the purpose to advertising and business products, plus integrity and security. Meta says how it uses crawlers is unchanged and that site owners can still use robots.txt to signal their preferences. Trade groups are not convinced. The News/Media Alliance called the terms “outrageous and probably illegal.” The UK’s News Media Association called them a “shameless landgrab.” Movement for an Open Web is urging publishers to delete their Meta business accounts before Oct 30.

02 Your robots.txt is the control Meta points to

Meta lists five crawlers in its developer documentation, and each one has a different job. Meta-ExternalAgent crawls for uses such as training AI models. Meta-WebIndexer improves Meta AI search, and Meta says allowing it helps Meta AI cite and link to you. Meta-ExternalAds crawls to improve advertising and business products. FacebookExternalHit builds the link previews your posts depend on.

Two of them come with exceptions. Meta-ExternalFetcher fetches pages at a user’s request and may bypass robots.txt. FacebookExternalHit may bypass it during security or integrity checks. Robots.txt is also a signal with no legal force, which is why the trade groups are pushing on the terms themselves.

03 Meta already grades the page behind your link

Meta One makes links a product. Each paid plan comes with a monthly allowance of clickable links you can use on any post: link posts, photos, text posts or Reels. The higher the plan, the bigger the allowance. Meta is also testing a cap for some Pages without a plan: two organic posts or comments with a link a month. Meta still describes Meta One as a limited test, so what you see may differ.

Judging the destination is older than any of this. Since 2017, Facebook has pushed down links to pages with thin content and disruptive ads, pop-ups and interstitials, and it added a signal favoring pages that load fast on mobile. Meta’s Transparency Center still lists “links to websites that are covered with ads, slow to load or broken” among the content it reduces.

Our prediction is that this gets deeper and more systematic. Meta now charges for the link and holds a written right to crawl where it goes, so the quality of your landing page becomes part of how your Facebook distribution is earned. We are watching link reach and click-through across the pages we manage, comparing ad-heavy destinations with lighter ones. Pages that have already lost reach can start with the Reach Restoration Playbook inside the Facebook Monetization Suite.

04 Our prediction: Meta wants a piece of your ad stack

This part is a hypothesis. Meta has announced nothing. But follow the money. Meta already earns on the post. With paid links it earns on the click. The next stop on the reader’s path is your page, and the ads on it mostly pay Google today.

Meta has been here before. Its Audience Network expanded to mobile websites in 2016, then stopped serving web and in-stream placements in April 2020. Facebook said advertiser growth was in apps. Analysts at the time tied the exit to Safari and Chrome moving against third-party cookies, which made targeting and measurement on the web much harder.

Several of those obstacles look different now. Meta has a crawling right on business sites, a paid route sending readers to them, and server-side tools like the Conversions API that rely far less on cookies. A web ad network on the sites Meta already sends traffic to would let it earn across the whole path. It would also give Meta a reason to welcome links again, since every click would feed its own auction. We are watching for signs of it across the pages we manage.

THE PUBLISHER IN A BOX TAKE

Don’t delete your Pages. Walking away from Facebook before Oct 30 would cost most publishers far more than these terms ever will, and it would hand your reach to the competitors who stayed. Read this week’s news for what it is. Meta wants a stake in the whole journey: the post, the click and the page at the end of it. That makes the site you send people to part of how Meta judges you. A fast, readable destination has always helped link posts, and we expect it to count for more from here. If our prediction is right and Meta builds an ad network for the web, the sites it already trusts will be first in line. Stay on the platform, stand firm on your rights, and treat your website as part of your Facebook strategy.
